Tour operators, travel agencies, and safari companies in Mozambique must hold an INATUR license to organize packages, tourist transport, and guided activities.
National parks, reserves, and conservation areas are managed by the National Administration of Conservation Areas (ANAC), which regulates entry, hunting quotas, and tourism concessions in protected areas.

Tour operator licensing
