In Mozambique, legal practice is regulated by the Mozambican Bar Association (Ordem dos Advogados de Moçambique, OAM), while the justice system includes public bodies such as the Attorney General's Office (PGR) and the Institute for Legal Aid and Representation (IPAJ).
This directory lists only verifiable public institutions. We do not include private law firms — to hire commercial counsel, always confirm active registration with the OAM before proceeding.
Economically disadvantaged citizens may turn to IPAJ for free judicial representation and legal assistance, as provided for in the Constitution of the Republic.
Supreme body of the Public Prosecution Service
Represents the State in criminal matters and oversees legality in public administration. Issues legal opinions and coordinates public prosecution nationwide.
Professional body for lawyers
Public representative body for licensed lawyers. Maintains the professional register, sets ethical rules, and is the reference point for verifying whether a lawyer is legally authorized to practice.

State body under the Ministry of Justice providing free defense, judicial representation, and legal advice to citizens who cannot afford private lawyers. Operates delegations in Maputo City, Maputo Province, and all provinces.

Before hiring private counsel, confirm the professional is registered with the Mozambican Bar Association (OAM). Foreign lawyers cannot represent clients before Mozambican courts without local registration.
