Mozambique's hotel sector is regulated by the National Tourism Institute (INATUR), which issues tourism operating licenses, classifies establishments, and promotes the destination internationally.
Accommodation establishments — hotels, lodges, guesthouses, and resorts — must hold a valid INATUR license to operate legally. Star ratings are assigned by the institute.

Tax obligations for hotel establishments
Licensed hotel establishments must be registered with the AT with active NUIT, issue compliant invoices, and meet VAT requirements for accommodation and catering.
