Mozambique's hotel sector is regulated by the National Tourism Institute (INATUR), which issues tourism operating licenses, classifies establishments, and promotes the destination internationally.

Accommodation establishments — hotels, lodges, guesthouses, and resorts — must hold a valid INATUR license to operate legally. Star ratings are assigned by the institute.

This directory presents reference public institutions. To book accommodation, consult visitmozambique.gov.mz or confirm the establishment's INATUR license directly.

How to verify a hotel or accommodation

Before booking or investing in hotel property, confirm the establishment holds a valid INATUR license and official classification.

  • Request the INATUR license number from the establishment and confirm with the institute if needed
  • Verify officially assigned star rating (not just marketing claims)
  • For new hotel projects, consult INATUR on licensing requirements and environmental impact
  • Confirm the operator has active NUIT and issues legal invoices
  • Be wary of online listings without verifiable physical address or declared license
